Two views of the crime surge
The surge in crime post-Freddie Gray appears to manifest a nationwide, black backlash against “Black Lives Matter.” A few thousand people — It doesn’t need to be any more than that, nationwide. — seem determined to “prove” by their actions that black lives DON’T matter.
(1) The perpetrators are few: 10% of the people commit 90% of crime

“Repeat violent offenders, according to Mayor Muriel E. Bowser (D), are a chief problem. She makes the point that at least 22 homicide suspects were under supervision pending trial or on probation or parole at the time of the crime, and almost half, or 45 percent, had prior gun-related arrests in the District (compared with 27 percent in 2014). ”
We would need additional comparisons to last year, to find out who specifically is responsible for the crime surge.

Self-styled BLM activist April Goggans expresses views strikingly similar to my own: changes in policy, and importing additional resources into the community, won’t make much difference unless there is also a change of heart within the community itself.

Clearly, the perpetrators have convinced the father that if he implicates them, he will be murdered — or worse.
